No UN Security Council agreement on Gaza resolution

In New York, the UN Security Council has again failed to agree on how to end the fighting in Gaza, but Washington has declared its support for a French-Egyptian ceasefire initiative.
Both US and UK are refusing to accept a binding UN resolution which will force Israelis to abide by international law and not break the resolution. Israel has broken various agreements and guarantees in the region, inlcuding the Hamas-Israel agreement brokered by Egypt in July 2008 which then led to the current invasion of Israel into Gaza.
The Security Council remained divided after Arab representatives insisted on an immediate cease-fire, while the US, Britain and France are calling for guarantees to prevent arms smuggling to Hamas.
Arab League Secretary General Amr Moussa called the latest talks ''positive''.
US Secretary of State Condoleezza Rice has held talks with both Israeli and Arab envoys seeking consensus on a proposed resolution. Egypt is set to host separate talks with Israel and Hamas on its truce plan in Cairo later this Thursday.
A senior Hamas official in Gaza told an Israeli website that a ceasefire with Israel could be achieved within 48 hours.
